Abstract
Madrasahs are the elementary educational establishments in which state servants were raised during the classical age of the Ottoman Empire. That establishment, which had raised outstanding number of respectable scientists throughout the foundation and the rise of the empire, lost much of its value while the Ottoman state was getting degraded,and faced so many problems. During the restoration period, some solutions -and views of many experts in this field- were searched to ameliorate the status of this establishment of long standing. In this article, Hüsrevbeyzade Celaleddin Bey’s brief, which was ordered by his majesty the Sultan Abdulhamid II, is discussed. In this brief, one can find the problems of madrasahs and the detailed observations concerning contemporary life of common people and religious institutions. Educational matters, and findings concerning religious life, discussed in this brief, are still considered as important facts even in today’s standards.
