PRIORITY DIRECTIONS OF IMPROVEMENT OF STATE FUNCTIONS OF POPULATION EMPLOYMENT REGULATION IN CONDITIONS OF MARKET RELATIONS GENESIS

The article identifies priority objects of state population employment regulation, requirements to the formation of modern integrated system of such regulation. On the basis of the relevant approaches analysis of the essence of state employment regulation methodologically important directions of implementation of the state regulation functions were defined. The mentioned directions should be studied in two aspects - as means of expression and realization of national interests in terms of preservation and expanded reproduction of the nation labor potential - on the one hand, and as an important security element of all subjects of industrial relations interests - on the other hand. The characteristic of the regulatory state functions in the area of employment and basic directions of their improvement in the conditions of economic crisis was provided; the necessity of their intensification in the modern world was justified. On the basis of the conducted study it can be concluded that the main direction of the state influence on employment lies in the development and implementation of social standards and guaranties, adoption of the relevant laws and regulations and monitoring their observance on the government’s part. State impact on employment should be carried out taking into consideration socially acceptable income differentiation and financial position of population, as development of employment to a considerable degree determines the level of labor remuneration of the significant proportion of the employed population.
