Abstract

The article investigates the parliamentarism in the CIS on the example of Kazahstan, Russia and Uzbekistan. Analysis of current practice Parliament of the Republic of Kazakhstan, the Russian Federation and the Republic of Uzbekistan has shown that monitoring is important in the activity of any parliament. Naturally, the actual powers of the parliament of a country to control depends on several factors, such as: the state structure, the Political regime, form of government, the historical conditions established traditions and so on. However, Parliament, as a body which represents a variety of social and territorial interests, working, as a rule, open, in full view of the voters constantly being in _ closer (in comparison with other central public authorities) contact with the citizens, through the work of deputies in constituencies, lobbying etc., forming some other state bodies, taking the budget, playing a prominent role in the system of constitutional government authorities, can not have rights in the sphere of control. The Constitution of the Republic of Kazakhstan Parliament assigns to all three traditionally inherent in the parliament as such functions: representative, legislative and oversight. In practice, not always constitutional law so clearly defines the supervisory powers of the parliament. For example, the Constitution of the Russian Federation only stated that the Federal Assembly of the Russian Federation Parliament is a representative and legislative body of the Russian Federation. The Constitution of the Republic of Uzbekistan ? Oliy Majlis is the representative body that exercises legislative power and parliamentary oversight. It is well known that the control has a half-terms of reference of any parliament. In this regard, the omission in the Basic Law in some CIS countries on the control functions of the parliament, does not mean the absence of his supervisory powers. More then second, supervisory powers of Parliament linked to its representative nature.
