FORECASTING DEVELOPMENT: FORECAST, FORESIGHT, FORETHOUGHT

The concept of the forethought project as inverted to the foresight project is proposed. The analysis of the origins and reasons for the wide use of foresight projects is conducted. The forethought projects necessity is proved. The generalized view, comprising mutually dual concepts of research and development relating to both the present and the future is determined. The further development of an optimization model of research and development adapted to the forethought projecting, which we proposed 40 years ago, is announced. Links to the forethought projects developed by the author in recent years are presented.
