Abstract
The Russian North represents a range of regions with the developing economy, and West Arctic is the most economically developed and urbanized region in the Polar region nowadays. For this reason, the formation and development of clusters is the effective mechanism of attraction foreign investments and promotion of economic integration. Creation of competitiveness clusters in this region will be a source of economic stability and will help Russia create a new product, which will be competitive at the international level.
