Abstract

State forensic activities in Russia is carried out under the Constitution of the Russian Federation, federal law on forensic activities of Russia, CPC of the RF, the code of administrative offences of the Russian Federation, Administrative Procedure Rules of the RF, APC, the code of criminal procedure of the Russian Federation, federal law on customs, the tax code of the Russian Federation, federal law in the health sector, other FL as well as normative and legislative acts of Federal Executive Authorities governing the organization and proceeding forensic investigation. To ensure the unified law enforcement discipline, this activity (state forensic activity) is based on the principles of the rule of law, respect for human and civil rights and freedoms, the rights of a legal person, as well as the independence of an expert, objectivity, comprehensiveness and completeness of research conducted with the use of modern scientific and technological achievements. This also needs an all-sided development in the framework of the conducted state policy. According to the authors, basing on the analysis of normative legal acts (NLA) and various researches, the issues of forced and the other forensic expert researches on all types of cases concerning individuals (special subject) should be conducted with a view to ensuring (precognition) their safety, within the framework of the relevant procedure.
