Abstract

The study examines the state policy in the field of higher education. The purpose of the study is to determine the role of the state in creating world-class universities. Methods used in the research process. The study is based on dialectical method of scientific cognition and systematic approach to the study of conditions and development of world-class universities and the role that state. Used methods of analysis and synthesis, methods of generalization and comparison. The results of the study. The experience of countries which have created world-class universities shows that the state should provide financial and legislative conditions for their development. This will help the universities to compete successfully at the international level on a number of criteria of quality and relevance of education. Realizing that Ukraine is experiencing economic crisis in the country, we analyzed the challenges, risks and costs, and showed that any investment in higher education in the short and medium term to generate results. The scope of the results: Ministry of education and science of Ukraine, the Verkhovna Rada of Ukraine. Conclusions. In the conditions of structural crisis it is necessary not to limit the expenditure on higher education, more should be done to optimize the network of universities, and the freed-up funds to invest in the development of world-class universities.
