ANALYSIS OF THE FINANCIAL CORRELATION BETWEЕN STATE SOCIAL STANDARDS AND GUARANTEES IN UKRAINE

Purpose is to analyze the characteristics of public financing of social guarantees in Ukraine, to isolate the main problem areas and study proposals about the directions of improvement. Methodology. In the article we used systemic and structural methods. In order to analyze Ukraine’s existing system of social protection of the population we used methods of analysis and synthesis, induction and deduction. Results The article is sanctified to the financing analysis of the system of social guarantees in Ukraine. The state of modern normatively-legal base that touches the system of state guarantees and standards is investigational. The dynamics of social guarantees during 2005-2014 years were analyzed. Ratio between the main state guarantees and basic social standard was estimated. Principal reasons of insufficient efficiency of the system of social guarantees are certain. The possible directions of improvement of public financing of social guarantees in Ukraine were outlined. Practical implications. Ministry of Social Policy of Ukraine. In order to assign the state social standards and guarantees in Ukraine. Conclusions The analysis proves that the basic state social standards and guarantees affect people’s income substantially. Their annual increase involves people’s income increase. However, it took a long enough time to reduce the gap between minimum wage, minimum pension and related living standards. At the same time, as yet not all basic state social guarantees have measured up a subsistence level. In addition, the basic state social guarantees were approximating to the subsistence level in the conditions of understated the last one. The principal reasons of such understanding relate to the problems of forming and establishing the subsistence level.
