Abstract
Improving the quality of training is a growing demand driven by the need to find new approaches to the organization of educational process in higher education, the creation of new, more effective management information systems for the learning. Using the Semantic Web technologies and ontology-based models is a promising approach for solving this problem. Existing ontological models of the student determine his qualifications as a constant while actually they represent the student's knowledge of back-exponential function. The coefficient depends on the competence of the trainee period of time for which he has mastered a particular area of expertise and how long ago it was. To determine the competence of the learner an ontological model of the learner profile should be developed, taking into account the process of forming a thesaurus and its forgetting factor. This result can be used to increase the competence of the learner and objective assessment of his knowledge.
