"GREEN" ECONOMICS: STRATEGIC REFORM PRIORITIES ON REGIONAL LEVEL

Abstract

The article deals with theoretical and methodological frameworks, practical recommendations regarding the potential involvement of "green” economics in the formation of “growth points” and “economic development areas” at the local and regional levels, strategic priorities comprehensive reforms at the regional level related to development of “green” economics are reasonable. The paper aims to highlight the various forms of “green” economics at local and regional levels, determine the scope of cleaner production in the field, explore the strategic priorities of reforming the regional economics based on sustainable development, the possibilities of involvement of potential “green” economics as the basis of improving competitiveness. This paper applies a comprehensive, multidisciplinary approach to determine the potential for project of “green” economics implementation as an integral part of programs at the regional level. Also is being used general scientific methods: the method of theoretical generalization, historical and logical methods, the method of analysis and synthesis (to determine strategic priorities involvement of the Ukrainian regions’ “green” economics potential as the basis for the formation of “growth points” and “economic development areas” at the regional level), the method of structural and statistical analysis (to identify the specifics of the “green” economics in the disposal of solid wastes and the development of alternative energy), the classification method and empirical methods (description, comparison). As a result, the effect of the “green” economics to stimulate the comprehensive reforms being implemented at the regional level and formed the principles of sustainable regional development has been identified. The risks and competitive advantages that accrue to business in terms of the principles of sustainable development have revealed. Strategic priorities involvement of the Ukrainian regions’ “green” economics potential as the basis for the formation of “growth points” and “economic development areas” at the local and regional level has been reasonable. The influence of “green” economics to address the problem of storing, processing and recycling of solid wastes, reducing energy dependence and the development of alternative energy in the regions of Ukraine has been highlighted. The influence of mechanisms of public-private partnership, environmental insurance and clustering development of “green” economics projects and the transition to sustainable development in the regions of Ukraine has been measured. Results may being applied in ranges such as The National regional policy, The improving of regional development strategies by 2020, The operation of target programs for regional development, and The structural reform of the regional economy. In paper it is proved that the development of “green” economics contributes to solute several system problems of the regions in Ukraine: reduces energy production, stimulates the transition to alternative energy, promotes recycling of solid wastes and protecting the environment, which creates jobs and improves the quality of life in the regions.
