INSTITUTIONAL CHANGES IN TRANSITIVE ECONOMY: MODELS AND MECHANISMS

The article describes the models and mechanisms of institutional changes in a transition economy. The purpose of this paper is in the conceptualization of the existing approaches of institutional changes and justification perspective strategy of institutional reform. The article draws on the knowledge of such methods as analysis and synthesis, induction and deduction, the unity of the historical and logical, complex institutional approach (systematic principles: integrity, structure, interdependence) On the basis of the analysis of existing concepts institutional changes theoretical positions which act as a platform for carrying out institutional actions for increase institutional efficiency of economic systems are formulated. The formulated positions in frameworks of an object in view of research have allowed to conclude, that adequate model institutional changes is the model of evolutionary purposeful influence, and as the realization mechanism institutional changes acts institutional designing. Unlike revolutionary purposeful influence, involving a radical change in the system of institutions, the proposed model is based on a combination of strategies for of institutional changes, characterized by the ability to adapt and correction institute in the course of its development, which reduces the risk of failure of the reform and promotes the implementation of effective institutions. Results develop scientific understanding of the impact of institutions on economic processes and provide the basis for a more comprehensive discussion of institutional design problems to be solved in the framework of long-, medium-and short-term forecasts, and socio-economic development. An algorithm that determines the procedure for institutional design that can be used in the formation of special studies of particular institutions.
