TOOLS OF ITS IMPLEMENTATION AT THE LOCAL FISCAL POLICY

The essence of fiscal policy at the local level as a set of sustainable development goals and activities of representative and executive bodies on the formation, distribution and use of budgetary resources for the implementation of its own and delegated authority and use of resources to meet their own and delegated powers as well as the socio-economic development of local communities was revealed. Principles of fiscal policy instruments were improved and systematized under a functional feature. An estimate of the financial support of local governments was given and particular properties of any fiscal policy at the local level in the field of the budget revenue, expenditures, local loans and intergovernmental fiscal control were identified. The need to adopt a comprehensive approach to the budget formation at the local level through a of territories was justified. Strategic priorities were defined as well as proposals for improving instruments of any fiscal policy at the local level were given.
