Abstract
Related to the Kazakh nation it has become an item of marginal significance. Those Kazakhs, whose native language is not Kazakh, create a marginal group concerning the mother tongue, culture, customs and traditions. The mentioned group is far from national traditions and moral, accordingly the given group’s representatives are not able to be fully included into the system of values of that nation, also, they cannot accept, understand and peep deeply into the importance of that nation’s culture. Language is the soul of the nation. Spirituality it takes its root from a mother tongue. Due to a mother tongue, there is a connection with ancestors’ past. In science, it is called “phylogenetic memory”. The given article considers the state language issues in modern Kazakh culture and the marginal phenomenon connected with the state language as well.
