Abstract
The problems of functioning and development of construction enterprises in the regions of Ukraine are analyzed. The problems are caused by the imperfect institutional environment sector, government overmanagement, imperfections and gaps in the national legislation and poor government support. The necessity of introducing targets for national strategy and programs for creation and development of regional building clusters.
