Abstract

To this day neither international nor Russian literature has suggested an index to define the safety level of disasters that happen everywhere around the world. That said, there is no doubt that the amount of natural, industrial and social disasters as well as economic losses caused by them has increased several times over the last 30 years. That implies the aim of the study - to design the disaster safety level index (DSLI). The study provides methodological tools and results of the “Disaster safety level index” (DSLI) calculation with respect to the world events over a period from 1998 to 2011. The suggested methodology for disaster safety level index calculation is distinctive in that firstly, it is quite easy to calculate, secondly, data for calculation can be accessed by anyone, thirdly, the index involves heterogeneous variables reduced to units of power by summing them up in one number, which is very important when comparing disparate (heterogeneous) variables. The suggested disaster safety level index (DSLI) can be used for protection against disasters of different genesis.
