NATURE AND NEED OF IMPROVEMENT OF TRANSPORT SAFETY ENSURING AND ISSUES OF EDUCATION IN RUSSIA AND THEIR ADMINISTRATIVE AND LEGAL REGULATION

Systems of safety and legal consciousness of citizens (literacy) need their improvement. First of all, in legislative and scientific-educational spheres. They are expressed in revision of the concrete federal laws (FL) and other normative legal acts (NLA) taking into account the realities of the present, and also some practical (technological, design) issues. But some issue both practicians, and theorists periodically are considered at the official debatable levels with participation of representatives of legislative executive bodies of Russia. And the specified issues and authors' offers and estimations are very acceptable and appropriate.
