Abstract

The basic principle of the formation of the state budget ? the principle of balance, meaning expenditures must equal revenues plus the sources of financing the budget deficit, but, unfortunately, not always possible to correctly identify these sources that may lead to the failure of the plans spelled out in the budget or for its revision. The article presents the concept of a balanced budget, analyzes the concept of a balanced budget, studied the principles of financial planning used to balance the budget.
