STRATEGIC PLANNING - 2016: SOLVING YESTERDAY

From 11 July 2014 entered into force the Federal law "On strategic planning in the Russian Federation"1. In the implementation of the law of ministries and agencies have begun to develop methodical recommendations for individual documents in the absence of the legally established norms of unity of principles and methodology for the implementation of the law. The lack of a unified approach can repeat the "circle" senseless rewriting strategies and additional expenses of budgets of all levels. In this regard, the obvious need to give priority attention unified approach and principles of implementation of the law on the basis of which to develop guidelines for the documents themselves strategic documents. Only with this approach can be implemented are specified in the law, the principles of unity, integrity, continuity, continuity, balance the planning system to reconcile disparate documents and to build a unified system of strategic planning in Russia. However, in April 2016, we can say that set by the law objectives are not met.
