The problem of efficiency of administrative activity of administration of municipal formation has always been important, but now has become even more topical. The consequences of wrongly chosen probability of the strategy and tactics of management activity in modern conditions become catastrophic for municipalities. A necessity was to reduce the risk of making wrong decisions by using scientific management methods, extensive use of experience of strategic planning and management. However, the transition to modern management techniques is associated with certain difficulties.
