In connection with the difficult situation on the world scene in Russia today there is a deep socio-economic transformation. The reform process is accompanied by crises strengthens all aspects of social and economic life of the country. One of the most acute problems of the transformation and restructuring of the economy under the current situation is a decline in living standards of the population and widespread poverty.
