ELECTORAL SYSTEM OF KAZAKHSTAN (ХІХ CENTURY): REGIONAL ASPECT

In the article, the author studies the participation in elections of Kazakh population of the Semipalatinsk oblast. Related to elections for local administration agencies there was provided election procedure analysis on the basis of archival materials. The author paid a special attention to amendments in the Russian Empire legislation concerning the electoral system: fixed number of voters and a certain number of candidates. Elections for municipal authorities on the basis of archival materials were studied by the author for the first time.
