TERRITORIES OF PRIORITY DEVELOPMENT: INSTITUTIONAL CONDITIONS AND MECHANISM OF ECONOMIC GROWTH ACTIVIZATION

The formation of new institutional conditions for the development of the real sector of economy has taken the path of protectionist policy. Fundamentals of industrial and regional policies have been changed, the state's role in the real sector changed from passive observation to active differentiation of institutional conditions by region and individual territories. Artificial establishment of various institutional bases in certain territories and throughout the rest of the country creates a competitive environment for certain areas and starts in their regional economic growth. The article describes the mechanisms of formation of new institutional conditions in the territories of priority development.
