ADDITIONAL PROFESSIONAL EDUCATION SYSTEM: PROBLEMS AND PROSPECTS

An attempt to review theoretical aspects of additional professional education system in Russian Federation was made. This review included the system’s structure, main problems and development trends. It was made by means of innovative effective organization form of additional professional education system detection and implementation. Such approach allows us to allocate possible innovative forms of educational management in network learning organization of additional professional education. It also allows us to determine the mechanism of network educational company multichannel financing and to reveal the characteristics and the meaning of continuing education to develop an economy based on knowledge.
