The Modern Technology Transfer Networks and Their Legal Status in Ukraine

Abstract
Problem setting. The newest technologies are major factors in shaping the competitive advantages and economic development for any company and every modern country. For ensuring economic growth the state should focus on supporting high-tech business innovation and entrepreneurship, which includes technology transfer. Target of research. Research of domestic technology transfer networks, principles of construction and analysis of the European experience of functioning of technology transfer networks. Analysis of resent researches and publications. Question of creation and operation of the technology transfer network are devoted the research of local lawyers as Lysenko V. S, Egorov S. A, Kozachenko V. Y, Obodets P. V., Zaika Y. V. et al. Article’s main body. In Ukraine since independence had been taken several attempts to organize an effective of technology transfer network. Among the projects implemented in Ukraine is considered the most successful Ukrainian integrated technology transfer system (UITTS), which structure includes seven regional and branch centers and 17 technology transfer centers of scientific research institutions and higher educational institutions of Ukraine. The aim of the UITTS is promotion information technology, high technology products and services to domestic and foreign markets, cost reduction developers for searching customers and partners, legal protection of intellectual property rights of authors technologies. National Technology Transfer Network (NTTN) is built according to the methodology and the model of the European network of ?relay centers?. NTTN is aimed at consolidating information resources of local government public and private, innovative structures and enterprises, institutions and organizations in a single technology transfer network for the purpose of its further integration into the European network EEN; effective use of intellectual potential of Ukraine, commercialization of R & D universities, research institutions and innovators; creation and development of effective mechanisms and conditions for the transfer of new technologies into production at domestic enterprises; involvement in economic circulation of scientific and technical activities; promote the development of import substitution and reorientation of domestic enterprises to export high-tech products Ukrainian Institute of Scientific, Technical and Economic Information (UkrISTEI), which is subordinate to the Ministry of Education and Science of Ukraine, is another national technology transfer network. UkrISTEI activities in the field of technology transfer aimed at ensuring the implementation of the operational support necessary scientific and technical information and actual technical solutions developers, producers, consumers, of science intensive technologies and potential investors, and to promote the development of partnership relations between Ukraine and the international community. Conclusions and prospects for the development. Summing up the research should be noted that currently in Ukraine there are several similar technology transfer networks. However, in practice the more developed countries, effective technology transfer mechanism works with the sole general state network and its regional segment, which concentrates all the available information on the commercialization of innovative technologies. The presence of a single network will fully establish an effective mechanism for technology transfer.
