Abstract
The article examines the existing approaches to defining the essence of clustering and cluster in the economy, carried out analysis of the preconditions of occurrence and development of innovative clusters. Determine the value of innovation clusters to provide real economic growth, increasing production efficiency, analyzed the role and place of innovation clusters in the modern post-industrial economy. The factors leading to negative results in the implementation of the national innovation cluster policy.
