Abstract

The work on the basis of the study to assess the effectiveness of quality management systems (QMS) found that approaches to the evaluation are mainly based on the assessment of the cost of quality and aimed to minimize them. However, the level of perfection of the organization management tool cannot be judged on the basis of the sum of the costs associated with its activities. "Naked" savings in tool maintenance can result in much greater losses in primary production, or slow the pace of technical progress in the enterprise. It was found that the complexity of the analysis and evaluation of the effectiveness of the QMS is related to its multidimensionality (efficiency can be considered in relation to production (service), process or system as a whole) and multi-level (organization as a whole, a structural unit of the process, the workplace). It is proved that the assessment of the effectiveness of the QMS is possible only on the basis of indicators, taking into account the interests and satisfaction of all parties concerned, and in the strategic plan. Efficiency can be reached through contribution to the implementation of the strategy for some or all of the stakeholders at the same time, with the lowest cost of all types of resources, and for a sufficiently long time. The activity cannot meet the needs of only one of the interested parties, for example, only users, only shareholders, only staff or just society.
