The analysis of the functionality factors and housing affordable

Purpose. In modern, difficult conditions of development of economy of Ukraine one of important unsolved problems is provides of accommodation of population taking into account the factor of functionality and availability. Today on the ordinary citizen of Ukraine there are 23,2 square meters of total area. Considerable part of population lives in poor conditions that do not meet building standards. This problem is one of the most important for the development of society, since it leads to lower living standards, spread of poverty, increased migration, and depopulation worsening of quality of human resources in general. As the situation in relation to provision of housing is quite acute, it is essential to study a number of factors that affect the formation and improvement of organizational mechanisms on issues of functional qualities and availability of accommodation. Methodology. Considering the situation of ?affordable housing? has been compared to approaches in European countries regarding definition of the category ?affordable housing? with determination in Ukraine. Findings. Comparing the concept of ?affordable housing? Ukrainian and European standards of accessibility, it was noted that in Ukraine in the definition of ?affordable housing?, considerable attention has to finance part of the affordability of housing, which is based on the acquisition of property, and in Europe it is obligatory to availability, not only at the stage of acquisition housing, but also his exploitation. In this case, the housing must be ?affordable? not only for shopping but also for rent, lease with option to purchase. Also a significant factor in ?affordability? is the quality of housing, which must satisfy the requirements of the Social Welfare and functional qualities. Originality. The analysis of foreign approaches to the definition of ?affordable? housing showed the presence of significant differences from domestic approaches. Practical value. The analysis of foreign experience should contribute to a more reasonable and rational solution of the problem, which concerns the increasing availability of housing in Ukraine, taking into account factors that influencing on the affordability of housing.
