PRINCIPLES OF CREATION AND ACTIVITY OF THE CENTRES OF SOCIAL SERVICES FOR THE FAMILY, CHILDREN AND YOUNG PEOPLE IN UKRAINE

Centres of social services for young people are a state link which carries out social work with children and young people. It is found out in the process of scientific search, that activity of centers of social services for the family, children and young people will be realized on the basis of Typical position ?About social services for young people? (1993), Conception of activity of centers of social services for the family, children and young people (2000), general provision ?About the center of social services for the family, children and young people? (2004). It is found out that CSSDM is incorporated with the general purpose, the unique mechanism in realization of social policy of the state; characterized with hierarchical structure and efficiency of their morphons, that provides stability, flexibility and dynamic quality of their activity. Especially valuable in research is the determination on the state level of principles of creation and construction of System of social services. It is found out that the structure of the centres of the social services for youth consists of centers and theirs specialized units on three levels: national level: Ukrainian State Centre of Youth Services, which is created by the highest appropriate governmental authority which approves first typical structure and staff of the CSSDM; regional level: regional and Kyiv City CSSDM; local level: regional, city and district centers in the cities. Locally specialized units are created. These are experimental grounds, methodology departments, libraries, school of excellence, specialized social services and so on.
