The Analysis of Grounding of Fee Policy of Passenger Transportations by means of Urban E-transport in Lutsk

Abstract

This paper analyses the grounding of fee policy of passenger transportations by means of urban e-transport. It is determined that for one part of population the free travel is allowed by law, that's why this part of enterprises expanses is compensated by state. Therefore, the level of compensations is not equal to real needs of enterprises. The problem of providing the free passengers by transportations needs thorough study. Except this, this paper researches the number of passengers and the part of benefit categories ofLutskpopulation, who use the urban transport and it is proposed some changes in compensatory policy for providing the effective development of enterprise. The basic data are the results of analysis of number of passengers in urban traffic route. The number of passengers who can travel free in trolley-buses and benefit and fee paying passengers ratio is calculated. It is determined that this ratio is equal to 2,50. So, for one fee paying passenger there are three passengers. That's why the enterprise has the limited ability to fund its activity by its own finances. It makes review the traditional approach to fee policy formation. The new mechanism of benefit transportations compensations, personification and monetization of benefits is proposed. In future every of proposed mechanisms need to concise calculation and thorough study.
