REFORMING THE SYSTEM OF HIGHER EDUCATION IN THE STATE POST-SOVIET SPACE: FEATURES AND PROBLEMS

This paper presents the results of the survey, which was done on the basis of analy- sis of the management system of higher education in the region and developed measures to improve it. The authors conclude that the system of higher education is by far the area of in- teraction of the state and the interests of society in the face of their institutions and citizens, which involves the compulsory participation of the subjects of the educational relations in the management and the ability to influence the functioning and development of the higher educa- tion system, as well as be responsible for creating the conditions necessary for the implemen- tation of the system of higher education of its social and educational function
