Abstract

The paper analyzes the process of police in southern Ukraine in the early 1920s. The aim of this study is to analyze the law enforcement agencies Ukrainian Soviet Republic during the establishment of an authoritarian regime. The choice due to the fact that reform will help law enforcement agencies historical experience. Research tasks were solved by using scientific methods, analysis, synthesis, synthesis and comparison. It was found that Soviet law on the organization of law enforcement agencies in Ukraine did not exist before the 1920s. Therefore, the decision of the revolutionary institutions created by the police in the southern regions. The reason for the police organization became law of the Council of People's Commissars of Ukraine “On the organization of the police” and the instruction of personnel policy. The absence of laws on police relations with other government agencies greatly hampered the formation of the police in the southern region. The paper describes the organization of law enforcement agencies in the South of Ukraine during the revolution and insurgency. Conditions of use police punitive measures against political opponents. The effectiveness of the police personnel acquired class trends. The process of converting military police organization had an important role to overcome many shortcomings. In future research the author will be related to the analysis of problems of law enforcement agencies of the state in terms of crisis and democratic reforms.
