DETERMINANTS OF REGIONAL DEVELOPMENT: BALANCE OF INTERESTS

The article deals with the problem of creating a balance of interests of subjects at all levels of the regional economy. It is proved that the key to successful regional development is the creation and maintenance of such economic conditions, which holds the balance of interests of all subjects of the region's economy. Economic interests at the levels "region-branch", "region-enterprise" are determined. The indicators, which determine the economic interests of the region and characterize all aspects of the regional economy, are proposed. The order of elaboration of criteria that evaluates the level of balance of interests is developed on the basis of adherence to the principles of a more complete description of the investigated system and the dynamics of its changes, that is, taking into account the factor of time. It was established that detailed elaboration of the criteria for estimating the balance of interests and the algorithm of their calculation is necessary for solving the problem issues related to regional and branch development and requires further research.
