THE POSSIBILITIES OF EXPERIENCE USAGE OF THE USA HIGHER EDUCATION FUNCTIONING IN UKRAINE

Abstract

This article considers the following directions of the American experience of education which can enrich the theory and practice of training national experts and provide an opportunity for Ukraine to enter into a single global educational environment .The following directions are highlighted in the article: changes in the structure and the management of higher educational institutions, integration of higher education and science of Ukraine, introduction of elective training system, the establishment of a modern system of professional selection of students, improved system of credit units. The introduction of elective training system is an important aspect of the reform of higher education, because it provides the individual needs of each student. Thus, professional-focused disciplines are concentrated on training future specialist to implement major professional functions in a specific field. Elective curriculum system identifies certain characteristics of the educational process based on a credit system. Its essence is to assess the time spent by students on the study course. This estimation is based on a modular concept of a studied discipline, which involves the distribution of learning content on the structural elements. Today in Ukraine academic mobility is a relatively new phenomenon. This, consequently, leads to difficulties to manage this process. One of the innovative forms of academic credit transfer is block transfer credits. Block transfer has been used for decades in higher educational institutions of the USA and demonstrates its effectiveness. In our opinion, such a credit transfer system can be used in Ukraine. However, professionals should also pay attention to the negative aspects of the US system of education in order to prevent them in Ukraine: heterogeneity of higher educational establishments with sharp differences in the quality of education offered; significant reduction in the basic sciences and their theoretical scope for increasing the number of specialty subjects; reducing the release of certain categories of professionals necessary for the effective functioning of not only the economy but also society as a whole; the transformation of higher education in the field of market economy; the constant increase of the cost of education. Thus, the following conclusion can be made that the system of education of Ukraine is on the way of updating. The conditions for equal and normal functioning of educational institutions of different legal forms in accordance with the new requirements of the market, various training programs, financial and other educational opportunities are being created. All this factors should create the conditions for progress of the national system of education to reach a new level of quality.
