FORMATION AND USE OF FINANCIAL RESOURCES OF LOCAL BUDGETS (BY THE EXAMPLE OF THE LVIV REGION)

The theoretical and practical aspects of the formation and use of financial resources of local budgets are considered in the paper. The analysis of the revenue and expenditure part of local budgets has been carried out, the current trends of the functioning of local budgets of Ukraine are outlined. The author analyzes the formation and use of financial resources of the local budget on the example of the consolidated budget of the Lviv region. The efficiency of distribution and accumulation of budget funds, including through tax policy and intergovernmental transfers, is analyzed. The tendencies of changes in the indicators of the socio-economic status of the city of Lviv and the influence on them of measures of budgetary regulation are determined. Also, the article determines the factors influencing the volume of financial resources. Recommendations for solving the problems of the formation and use of financial resources of local budgets have been developed, and priority directions of improving the functioning of local budgets have been outlined.
