SUBSTANTIATION OF A CONCEPTUAL APPROACH TO TRANSFERRING TECHNOLOGIES FROM UNIVERSITIES TO THE BUSINESS ENVIRONMENT BASED ON THE THEORY OF FRACTALS

Abstract

Technology transfer is one of the most determinative leverages of innovative development in countries of the world. The National Innovation System (hereinafter NIS), which focuses on universities as a primary participators of innovative development of a country, is a precondition of efficient technology transfer. The current NIS requires to be improved with regard to attaching due importance to universities in processes of technology transfer. Such situation stipulates a need for development and application of the conceptual approach to solving this problem. For this purpose, the author has researched the NIS in the context of performing the role of universities as a driving force for technology transfer and ascertained the place of universities in the NIS system, applying the theory of fractals. Subsequently, the author has proposed the conceptual approach to understanding a component of “university” as a fractal of an education subsystem of the NIS. Technology transfer is considered as a functional element of the component of “university”. The developed approach will enable to indicate the nature of interaction between the NIS components in general and in the education subsystem in particular and to identify regularities and interrelations within the component of “university” that determine specificity of development of transferring technologies from universities to the business environment. From a theoretical standpoint, understanding regularities of the NIS development and its subsystems based on the theory of fractals will conduce to the decrease of an uncertainty level during planning processes within transferring technologies from universities to the business environment. From a practical standpoint, the proposed conceptual approach will enable to increase efficiency of formation of systems for strategic development by universities and carrying out programs of technology transfer at them.
