Legal and Practical Aspects of Creation and Operation of Centers for Administrative Services Provision

Abstract

Subject of the research: state policy and methodology of administrative services provision through creation of Centres for Administrative Services Provision. The overall assessment of the implementation of the local self-government reform and decentralization of state powers is provided. In Ukraine socio-economic reforms are being decelerated and distorted, being implemented selectively. Decentralization of powers is happening very slowly, and the authorities transfer to towns and cities is just beginning. Socio-economic reforms are not being implemented widely. The state regulation of the economy lacks integrity, systemacy, strategic expression and subordination to public interests. Identified are the major legislative and practical tasks in accordance with the concept of creation of Centres for Administrative Services Provision, the main positive aspects of the law of Ukraine “On Administrative Services”, the problems of legal regulation of administrative services provision, the risks of corruption in this area, the directions of financial expenses and sources of resources for creating Centers for Administrative Services Provision in Donetsk region. The costs of financial, human and material resources include the arrangement (construction, repair) of the premises and waiting areas; workplace furnishing and equipping with computers, printers and scanners. They also include the latest information and communication technologies and communication tools, software algorithmic procedures; tools for streamlining electronic queuing, staff training (communication with visitors, use of electronic databases, information and communication programs); informational support of the activity of the Centres for Administrative Services Provision; paying bonus to employees. It was established that the financial and material support for the creation and operation of the Centers for Administrative Services Provision is mainly carried out at the expense of the State Budget of Ukraine and corresponding local budgets with insignificant foreign technical support. However, reliance on state funding leads to lack of incentives to reduce costs, misallocation of resources, poor response to the needs of consumers of administrative services, inability to balance demand and supply. Grounded are the prospects for the development of administrative services through the adoption of regulations that will provide flexible regulation of the Centers regarding the procedure for administrative services provision and charging their fixed prices. Scope of application: public servants, officials of local self-government, deputies of local councils; educational institutions engaged in training, retraining and improving the qualifications of public administrators.
