Management and cultural policy for local development: Budget analysis through public funding in Jaguarão, Rio Grande do Sul, Brazil: 2004-2013

Abstract

This study examined budgetary aspects from the economic view regarding the distribution of cultural resources in the city of Jaguarão, Rio Grande do Sul, Brazil, through public funding from 2004 to 2013. Significant marks designed by the Ministry of Culture complying a State cultural policy through the National Culture Plan and System have among its objectives the adhesion of all municipalities across the country, providing public funding for culture among federal entities. In this sense, since the proposed Constitutional Amendment No. 150/2003 that recommends minimum standards of 2% public investment for the union, states 1.5% and 1% municipalities, the methodology of this research was carried out through qualitative and quantitative analysis, observing budget public data at the municipal, state and federal levels in order to understand the application of resources allocated to culture. This research aims to verify and point out the availability of budgetary resources, to raise the quantitative conditions from public financing in the implementation of the management of cultural policies for the local development of the municipality.
