FORMATION OF THE INCENTIVE FOR MODERNIZATION AND ITS ENVIRONMENT IN THE NON-OIL SECTOR OF INDUSTRY

In the article the processes of formation of system of stimulation of modernization are investigated, the factors influencing these processes are determined. The environment for the system of stimulating modernization in the non-oil sector of industry is characterized. The possibilities of improving this environment are estimated. The advance development of the non-oil sector of industry in Azerbaijan was declared a priority at the state level. For this purpose, special attention is paid to issues of innovation and modernization. From this point of view, the characteristics of the processes shaping the system of stimulating modernization and the environment of its activities in the non-oil sector of the industry, identifying the main trends is a topical issue. In Azerbaijan, which achieved great economic success, sociological achievements not only at the regional but also at the world level, in the development of industry and its non-oil sector, the factor of innovation was the focus of attention, and this is currently the case.
