ROLE AND FEATURES OF A CROSS-BORDER BUSINESS CLUSTER

The article considers the trends of cooperation of border regions of Ukraine with countries of EU carried out an analysis of scientific studies of the forms of cross-border cooperation of various scholars and determine the role of the cluster approach to improve economic development of the regions. Proposed to improve the business climate in Ukraine, especially in the border regions cross-border clusters, which would correspond to modern notions of scientific and technical progress and build on innovative principles. Are the definitions of cross-border business cluster as voluntary forms of inter-regional cooperation of economic entities of the border area, whose main task should be the establishment of an effective partnership relations between the border regions on rational use of natural and labor resources, doing business, acquiring new knowledge and exchange of experience in improvement of production and trade activities, attraction of investments and financing innovative projects. The priority of such a cluster should be based on economic and social interests of Ukraine and its regions, development of scientific and educational base, increase jobs, improve living standards and quality of the country, development of small and medium business and attracting significant investment in the development of innovative cross-border entrepreneurship. It is concluded that to improve the business potential of the border regions and Ukraine, it is necessary to investigate various forms of cross-border cooperation, in particular cross-border business cluster, which would take into account and implement the development and research of scientific institutes and laboratories, collaborating with foreign researchers and used foreign models of development of entrepreneurship in Ukraine
