Abstract

The article analyzes the scientific developments of leading domestic and foreign theorists and practitioners that create personnel management effective system, which prove the orientation of top management to improve working conditions of staff and increase the efficiency of its work. Statistical analysis has shown that the level of deprivation of the population of Ukraine has been rising for almost 30 years. The comparison of indicators is characterizing the level of deprivation in Ukraine with indicators of EU countries and shows that Ukrainians are no longer able to satisfy almost their basic needs: food, housing needs, normal sanitary housing conditions and other needs. As a result of the imperfect economic policy of the state and the methods are used today by enterprises managers, the majority of Ukrainians are in a state of deep deprivation. The analysis of the chain: “results of labor - remuneration - satisfaction - security of the population / deprivation” necessitated the development of measures to create an anti-deprivation system of personnel management of enterprises: increasing investment in production, technology, equipment, withdrawing capital from shadow circulation, creation of convenient work schedules with the use of elements of remote work (excluding blue-collar occupations), creation of convenient and comfortable conditions labor, the promotion of the staff participation policy in the profits with their own developed business ideas, the creativity of employees, their autonomy and "work on call". The implementation of the proposed measures will contribute to the staff's interest in the results of their work, reducing such a negative phenomenon as deprivation in society as a whole and improving the efficiency of domestic enterprises.
