EFFICIENCY OF ENSURING ECONOMIC SECURITY AND ITS COMPONENTS (ON THE EXAMPLE OF ECOLOGICAL SAFETY)

Abstract

The relevance of the article is due to the lack of a unified approach to assessing the effectiveness of measures to ensure economic security in general and each of its components separately. The main objectives of the article are to study environmental safety as a component of economic security in the context of their provision at the level of enterprises and local governments in order to determine the effectiveness of the implementation of relevant measures. An economic approach to understanding the essence of environmental safety has been proposed, its classification has been improved. The ways of ensuring environmental safety in the system “enterprise - state” are investigated. Measures to ensure environmental safety are considered on the example of enterprises and local authorities of the city of Krivoy Rog. It was revealed that most of these activities are funded directly by enterprises. From budgets of various levels, only those that are provided for by the activities of the executive committee of the city council and other public authorities are financed. It has been substantiated that the consequences of non-compliance with environmental legislation are direct and (or) indirect causes of a decrease in the level of economic security of enterprises. It has been established that the costs of ensuring economic security include the costs of providing each of its types. It is shown that the costs of environmental safety of an enterprise consist of three groups of items. It has been proven that such expenses contribute to a greater degree to meeting the needs of not the enterprises themselves, but their internal and external stakeholders. The term “cost of security” has been improved. The existence of a mutual dialectic connection between the level of individual components of economic security and economic security as a whole at all levels of their hierarchy has been proved. The types of such relationships are established. Revealed temporal restriction in the relationship of economic and environmental security. A methodical approach to assessing the effectiveness of ensuring the economic security of the enterprise as a whole and each of its components separately is proposed, based on a comparison of the estimated value of the economic security value (or its separate component) for the enterprise, and the value of the cost of this type of security for all the enterprise's stakeholders).
