STATE OF INVESTMENT SECURITY OF THE STATE AT THE REGIONAL LEVEL

The article investigates the level of heterogeneity of the basic indicators of investment security at the regional level. The author identifies objective factors that hinder the strengthening of investment security of the regions, which include the disparity of the regions in terms of natural resource potential, population structure, sectoral specialization, financial security, etc. Analyzing the distribution of capital investments, it is noted that up to 60% of them are concentrated in Kyiv city, Dnipropetrovsk, Kyiv, Lviv, Odesa and Kharkiv regions. The uneven distribution of capital investments by region of Ukraine allows us to analyze the degree of spatial heterogeneity and its dynamics to assess its impact on the overall investment security of the state in terms of ensuring its stable high level. Reducing the degree of spatial heterogeneity of capital investment creates more favorable conditions for the long-term development of the economy as a whole. At the same time, the increase in the degree of heterogeneity leads to a weakening of interregional relations, an exacerbation of socio-economic contradictions and the disintegration of the national economy as a whole. To analyze the heterogeneity of the spatial distribution of indicators such as capital investment, direct foreign investment and gross regional product, the author used the classic economic method for assessing the degree of concentration of the market environment - the index of concentration Herfindahl – Hirschman. It was revealed that the main centers of investment concentration are Kyiv city and Dnipropetrovsk region. With their exception, the regional homogeneity of investment distribution is increasing. Also, the growth of the spatial homogeneity of investment distribution occurs also in the process of economic growth in general.
