Abstract
The article discusses the laws of social development put forward by the famous philosopher John Locke. In particular, an analysis of the concepts of need and benefit raised in his work entitled “Two treatises on public administration” will be carried out. Also, we note the opinion of Locke that the need is an essential feature of biological and social systems
