Consulting Bibliometric Information: Prevention of Lobbying the Scientometrics Systems

The attitude of the world scientific community to the scientometric systems is analyzed. The essence of the modern methodology of evaluating the effectiveness of scientific activity is considered. This methodology should provide multidimensional monitoring of research for further expert analysis. The expediency to consolidate Google Scholar and Scopus bibliometric data is substantiated in order to obtain a statistically reliable picture of the state of the research environment in Ukraine and to prevent the lobbying of commercial systems. The emphasis is placed on the EU publishing policy strategy - the transformation of the subscription magazine model into an open-access model. The necessity for Ukraine to join publishing policy of the European Union is stated.
