Mechanisms of formation effective management systems in education of Ukraine on the basis of european experience

Abstract

The article examines the constitutional principles of public administration as an area of social management and public activity, analyzes the theoretical aspects of the formation of new mechanisms of state influence on the reform of the Ukrainian educational sector, the formation of an effective system for managing the development of education in Ukraine in the modern conditions of decentralization and the establishment of public-public administration on the basis of European experience. The main tasks of the development of partnership between education authorities and civil society organizations in the current conditions of education reform in Ukraine are outlined. The condition of effective education management is a balanced distribution of powers, rights and responsibilities of education and science bodies at the national as well as at regional and local levels, regulation of the mechanism of relations between executive bodies and self-government in ensuring the functioning of both the education system as a whole and the educational institution in the conditions of decentralization of management and social changes in the formation of state educational policy, educational, research, methodical, financial and economic economic activity within the limits set by law powers. Of great importance is the scientific and theoretical substantiation of the state-public model of management in educational establishments of different types and subordination, the development of recommendations for the implementation and development of effective management in education as a priority of the state educational policy of Ukraine in the current conditions of modernization of education and decentralization of management. The article attempts to analyze the scientific understanding of the concept, content and principles of public administration in the field of education; the scientific and methodological bases of state-public management of educational institutions are investigated, the essence and peculiarities of introduction of public self-government and state-public administration in the activity of a modern educational institution are considered; the essence and peculiarities of introduction of public-private (public-private) partnership in the field of education are considered; the possibility of institutionalization of the processes of decentralization of management in the field of education and creation of appropriate mechanisms for their implementation were investigated and considered.
