Composite Monitoring of Regional Human Development

In the context of the assessment of the information and methodological support of the draft National Strategy for Regional Development for the period up to 2027 “Human-centered development and unity”, the stages of formation of forecasting of components of the Regional Human Development Index (RHDI) using elements of composition and decomposition are revealed. It has been proved that the primary stage of composite monitoring of the RHDI should be the analysis of “bringing to performers and controlling the implementation of relevant state decisions”. The logical scheme of estimation of the efficiency and effectiveness of the mechanism of state regulation of regional human development on the basis of composite monitoring of achievement of the Millennium Development Goals for the period up to 2015 and Sustainable Development Goals for the period 2020, 2027 and 2030 is presented. The algorithm of complex rating estimation of components and integral value of IRRL in the system of indicators – indicators of composite monitoring is considered in detail.
