Abstract

The article analyzes current contributions on the monitoring of higher education at the national and supernational levels. The authors have made an attempt to reveal the stages of formation of domestic and foreign monitoring, to clarify the essence of the concept of monitoring and educational monitoring. The article identifies the main objects of monitoring and areas of research. The main tasks, functions, types and principles of educational monitoring are generalized. It is substantiated that educational monitoring is an effective means of assessing the quality of higher education. The authors prove that in the conditions of cardinal changes related with globalization this problem acquires special significance both for the system of higher education of Ukraine and the world as a whole. It is established that the monitoring of procedures for evaluation and quality assurance of higher education should be systematic, continuous and carried out throughout the country. Rankings of higher education institutions should be formed solely on the basis of monitoring the procedures of evaluation and quality assurance of higher education. The evaluation procedures themselves are important elements of the education quality assurance system and should be seen as education quality assurance procedures. Indirectly, it is emphasized that ensuring the quality of higher education in today's conditions is diverse. It includes: the availability of the necessary resources, which include: human, financial, material, scientific, information, etc.; organization of the educational process that most adequately corresponds to modern trends in the development of national and world economy and education; control of educational activities of higher education institutions and the quality of training at all stages of education and levels
