Abstract

The purpose of the article is developing of proposals for improving the organization of higher education and business for ensuring quality training and preserve the intellectual potential of the country. It is established that in the conditions of dynamic changes in the labor market the determining condition for improving the quality of education of students in higher educational institutions is to strengthen their practical training by strengthening collaboration with employers. A three-level model of collaboration of higher education institutions and employers has been proposed which includes organizational and informational, educational and technical, and professional levels. The implementation of this model will contribute to: improving the quality of practical training of students, by taking into account the current needs of employers; strengthening the competitiveness of domestic universities; accelerating the renewal of the information and technical base of higher education institutions. The emphasis has been placed on the fact that in order to ensure the interaction of higher education and employers at the professional level, this should be done by departments in universities, as separate educational and scientific units, and the company or its separate structural units. Such cooperation is aimed at forming among students specific professional skills and competencies necessary for the rapid adaptation of them in professional to life with the fullest satisfaction of the needs of employers. To do this, we propose to use the method of competency-based management, which allowed us to justify a set of competencies that will provide optimal training for future professionals based on the criterion of maximizing overall efficiency. At the same time, the application of the optimization method allowed to determine the list of the most relevant competencies identified by employers through a survey.
