Abstract

This article draws attention to different individual problems in the sphere of natural resources management in Ukraine and other countries, connected with irrational, consumer's use of natural resources. Particular attention is paid to the sign of the process of natural resources globalization and the indivisibility of natural resources by administrative boundaries, which prompts the world community to joint efforts to prevent negative environmental impacts. The review and analysis of the main economic and legal models of environmental management in such countries as Bulgaria, Germany, Poland, Slovakia, South Korea, the USA, Hungary, France, Sweden, Japan, etc., have been evaluated, resulting in an assessment of their dependence on efficiency. not only from the system of financial-economic and legal regulators, existing high economic opportunities, but also from understanding the necessity of economic development in a qualitatively different, nature-saving direction from the state and it's citizens. The emphasis is placed on the importance of territorial differentiation of the economic, political, national, social, psychological and environmental conditions of Ukraine, which is so distinct that the urgency of the development and implementation of environmental policy becomes vital. The development of civil society in no case should be carried out at the expense of the weakening of the state or the removal from the performance of the functions entrusted to it in the field of environmental protection, environmental management and environmental security. As a result of the study, it became apparent that there was a need for a harmonious combination of efforts in the activities of civil society institutions and environmental authorities of the state. The importance of strengthening the state-power bodies, which ensure the legality and order of law in this area eas emphasized. The main areas of improving environmental efficiency in Ukraine are the transfer of a number of environmental protection authorities to municipal authorities, the formation of a system of environmental education, motivation of young people, finding new economic incentives for producers to prevent pollution of the environment through the introduction of a system of beneficial lending, benefits, etc.
