Abstract

The article deals with the nature and composition of innovative resources for the national economy as a whole and for the consumer sector of the economy in particular. For the consumer sector of the economy, the composition of the allocated resource components of the innovation potential is specified: material, intangible, labor, marketing, information, financial. The dynamics of the indicators of innovation activity of enterprises is analyzed and the conclusion is made regarding the slowdown of the pace of innovation activity. The dynamics of receipt of applications for registration of industrial property rights as a basis for creation of innovative potential of the national economy is analyzed. It is concluded that the dynamics of the total number of applications for registration of intellectual property rights has a positive upward trend (24.09%). However, this increase was due to a significant increase in applications for registration of intellectual property rights for trademarks for goods and services for the period 2014–2018 by 41.68%. The number of applications for inventions decreased by 17.62% for the period under review, and for utility models — by 2.78%. The number of patents granted for inventions decreased by 25.91%, utility models — 6.26%, industrial designs — 6.78%. It was concluded that as the total number of applications increased, the qualitative composition of the structure changed due to the reduction of applications for inventions and utility models. According to statistics, the number of researchers decreased from 2010 to 2018 by 51.71%. The share of high-tech exports in total exports of Ukraine in 2018 amounted to 6.7%. This is a negative factor in shaping the innovation potential of the country as a whole. Considering the significant share of the consumer sector of the economy in the creation of GDP, according to 2018 data of 45.31%, it can be predicted that innovations in the consumer sector of the economy will be the most effective drivers of economic development of the country.
